A Congress Infinity Game RPG where the Newburgh Conspiracy succeeds? I have the Template ready:

Historical Context: in 1783, after the perceived failure of the united states from the utterly corrupt congress, A group of military officials decided enough was enough. In New Windsor, New York, they came together and agreed for a planned military coup to overthrow congress with a more stable government. In may, they were able to recruit Alexander Hamilton, and in early june, they began to request that the man who had led them to independence, George Washington, become the head of this new government.

George initially refused, stating that congress would do it’s job and that he just wanted to live in seclusion with his wife martha in Mount Vernon, Virginia. After multiple letters from Alexander Hamilton explaining why Washington would be a far better leader than congress, He relented and joined on August 17, 1783 on the condition that after a few years, he could retire once more. On September 1, The army, supporting the idea of Washington as their nation’s leader
and the populace agreeing as well, overthrew congress. For 17 years, Washington ruled as military governor, but on January 15, 1799, he declared that in one year exactly, he would retire and congress would be allowed to take control once more. Now, after 17 years of Washington’s Military dictatorship, Multiple Parties have formed for control of the united states in the next election.

Political Parties: There are 5 political parties excluding the Non-partisans (106 seats in congress; 57 seats to have a majority, 72 for a super majority):

Republicans - led by Thomas Jefferson, they want a complete return to Democracy and believe that what washington had done was the upmost betrayal of the revolution. Their biggest coal is to allow states to remain as the major power in government while having weak federal Government. They are the 4th largest Party in Congress and Currently hold 10 seats

Federalists - Led by Alexander Hamilton, they want the national government to remain strong believe what Washington had done what was necessary to keep the united states from crumbling into oblivion. They are currently the largest party and have 40 seats in Congress

Royal Populists - Led by Jonathan Boucher, They believe in creating a constitutional monarchy in which the king and congress share power with a Non-partisan judicial Branch to balance the corruption and power of each. They also sympathize with the people and are considered the moderate party of the United States. They currently are the second largest Party in Congress and hold 25 Seats in Congress.

Unionists - Led by John Adams, they believe in a strong executive figure presiding over congress and the nation while they also believe in the people to choose whom should lead them, while also believing that a weaker congress is cabinet of Military Dictator George Washington needed to ensure stability. They are the 3rd largest Party and currently have 20 seats in congress

Jingoists - led by Thomas C. Pinckney, They believe in a reinstatution of the military Dictatoship and think that the united states can never be stable under democracy and think that only the military can properly run it. They are the smallest Party in Congress and currently have 6 seats in congress

Non-Partisans - the Non-partisans are not strictly a political party but rather a grouping of independent elected representatives, the most notable of whom is the former dictator George Washington and James Madison. They want to keep america strictly non-political and beleive that political parties are the bane of countries. They currently have 5 seats in congress.

Mechanics: Each election time we will hold party caucuses on the forum, where we will choose the leaders of the different political parties and then those selected leader's issues profile will be used as the parties' profile for the elections. I'll run the elections in Congress Infinity using your characters and scenarios I have created for the game.

Now one of the main difference in this game is that during these election, every character will be up for election. The Congressional Seat you select that your character either holds or is aiming to win will be up for election and the game will decide whether you win or lose your seat in Congress (I hope this adds a little something extra for those that don't win the leadership). Following the results of the election, if a party has won a Congressional majority then their leader will be invited to form a government, but if no party wins a majority then a coalition must be agreed between the parties. The first to confirm to me that they have a majority and who will be their nominee for High Minister, will then be invited to form the Government by the King. It is important to note, the High Minister does not have to be the leader of the largest party, simply has to be a player who can command a Congressional Majority.

Once a Government is formed then, like always, there will be an RNG for the Government's term in office.

In terms of the local state's governance - in case it was not clear from above - each state has a single legislator (House of Reps or whatever they have decided to name it). Each state will have a Governor - but they will be a member of the legislative chamber and are the leader of the governing party/coalition in the state. When players are choosing the offices of their characters, they can choose to be a representative in a local state legislator, a state's Governor or a sitting member of the Congress of the Confederation. If players are a sitting member of the Congress of the Confederation, they can be Committee Chairs/Opposition Spokespersons or be chosen by the High Minister to serve in Government.

If a single party, not a coalition, holds a majority for more than 2 elections, they will be allowed to push their agenda on the government.

Players cannot make characters who ran for president OTL or any character in the cabinet of Washington. A Player can have 2 characters at any one time and a player can have 2 initiatives at any one time.

Congressional Coalition: Royal Populist-Federalist-Unionist Coalition (total of 85 seats in the control of coalition. Controls Congress)

Player Mechanics:

Governing Party & High Minister

As always, the main actions of this game will centre around the incumbent Government's actions for their years in office. Whomever happens to be the High Minister of the governing coalition or political party will have the responsibility of publishing the orders for the RNG.

Opposition Party Leaders & Players

When a opposition leader loses an election in Congress Infinity they don't become irrelevant until the next election. After an election, leaders of the party not in Government will act as the counter balance to the Government. All opposition leaders will have to set out where their parties stands on the Governments programme (Supportive or Opposing) and that will affect the thresholds for the RNG's of the Government years in office. The aim of this is to make years in opposition slightly more interesting while it still be minor enough to keep the focus on the elections.

Player Initiatives

all players, bar the incumbent High Minister, will have the opportunity to do an individual initiatives that will influence the game. Of course with this game having a parliamentary structure (unless the Republicans get their way) there is more scope for players to try and pass their own legislation that will impact the game rather than the traditional initiatives of "campaigning for x party".

Military Coups

If a government has a majority of Initiatives failing, then several notable people will plan a Military coup and then the RNG will tell you the stages of the coup.

Stage 1, Planning: if the planning received a score of 1-33, the coup will fall apart and the planners, now disgraced, will leave America posing no further threat. If planning receives 34-67, then the army, but not the population, will support the coup and pledge allegiance to the next Military dictator, whom is the coup's founder. If planning receives 68-100, the population and military will support the coup and support it's leader.

Stage 2, Execution: if execution receives 1-33, the coup will fail and the founder and members will be hunted down and executed. If Execution has 34-67, the coup will initiate a civil war as the capital will be under the coup's country, but some of the country will support the previous government. If execution receives 68-100, the coup will be very successful, taking complete control of the government and imprisoning the former cabinet.

Stage 3, Consolidation: if Consolidation receives 1-33, the coup government will fall apart and the original government will take back control after purging the army of disloyalty. The heads of the coup will be executed for treason. If Consolidation receives 34-67, the former government will escape from prison and initiate a revolution and will fight to remove the army from power. If Consolidation receives 68-100, the former government will be executed and a new dictatorial cabinet will be formed

Pray that planning never gets higher than 33.

Military Dictatorship

This will be established if Consolidation receives 68-100. If the military dictatorship receives 1-33, they will refuse to give up power and a revolution will initiate. If the dictatorship receives 34-67, the military dictatorship will reluctantly agree to give up control but will remain in power until a new cabinet is established. If the dictatorship receives 68-100, the dictatorship will officially end and a non-partisan cabinet will be formed until the election in that time ends.

Civil War

This will happen if Consolidation receives 34-67. If the civil war receives 1-50, the military dictatorship will crush their enemies and the civil war will officially end. If the civil war receives 51-100, it will be successful, the previous government will regain control of the nation and the dictatorial cabinet will be executed.

Revolution

This is if Consolidation 34-67 or military dictatorship receives 1-33. If it's consolidation that leads to the revolution, then the previous government will lead it. If the revolution receives 1-50, the revolution will be crushed and the dictatorship will continue. If it receives 51-100, the previous government, the head of the revolution, will successfully overthrow the dictatorship and will be re-instated.

If it military dictatorship revolution, then the revolution will be led by others. If this revolution receives 1-50, the revolution will be crushed and the military dictatorship continues. If it receives 51-100, the dictatorship will end and the leaders of this revolution will be the new cabinet.

IN ORDER FOR A GOVERNMENT TO FAIL,
THE MAJORITY OF INITIATIVES HAVE TO RECEIVE 1-5 AND CAN ONLY HAPPEN AFTER the first election in this game.

Now after serving two terms in New Jersey as governor, he hopes to become leader of the Royal Populists and become the country’s first High Minister.
Stances: Tariff: Centre: Tariffs should be used to protect labor interests and revenue.
Slavery: Centre: Slavery is an issue best left untouched, for doing otherwise could ignite several fires.
National Bank:Left: Keep the National Bank and close the State Banks
Washington’s Dictatorship: Centre-Right: Washington’s Dictatorship was a necessary evil. Now we must ensure a strong executive Branch to make sure this doesn’t happen from a weak congress ever again.

French Loans: Right: French actions are a de-facto act of war. If they do not renounce all financial claims immediately and halt their attack we will be left with no choice.

Slavery

Centre-Left: Slavery should be contained where it currently exists, and forbidden within any new territorial acquisitions.
Centre: Slavery is an issue best left untouched, for doing otherwise could ignite several fires.
Centre-Right: Slavery is a necessary evil and will remain, and forever exist where the people want it.
Right: Slavery is the King's law. It will remain and expand.

National Bank
Left: Keep the National Bank and close the State Banks
Centre-Left: A National Bank is our best bet for protecting our economy
Centre: We have more urgent matters to discuss right now than a National Bank.
Centre-Right: No National Bank, but an Independent Treasury is acceptable.
Right: A National Bank is unconstitutional! State banks are enough.

Washington’s Dictatorship
Left: What washington did was morally unjust and betrayed what our revolution attempted to accomplish; Arrest this Criminal!
Centre-Left: Washington did what was necessary for the united states. Congress had proven incompetent so there was no other way to ensure this Nation’s stability.
Centre: Washington’s Dictatorship is in the past, we must now look toward the future
Centre-Right: Washington’s Dictatorship was a necessary evil. Now we must ensure a strong executive Branch to make sure this doesn’t happen from a weak congress ever again.
Right: Washington’s Dictatorship was exactly what our nation needed! It is a shame that he has retired, however.

Constitution
Left: What this document is is nothing but government control; Never let it be ratified.
Centre-Left: This document is necessary but perhaps we can change a few things.
Centre: This document is good enough for our country, Not too bad and not too good for it.
Centre-Right: This Document is necessary for our nation, perhaps we can add a few more things.
Right: This Document is a sin to Washington’s Dictatorship! Abolish it and have Washington write his own!

French Loans
Left: The French people fought and died with us so we could achieve our Independence. To refuse to repay our debts now would be a stain on our character.
Centre-Left: While America owes no debts to the French Republic, we should try to reach an amenable solution with our Revolutionary brethren.
Centre: America's debts were to the Kingdom of France and the Bourbon Monarchs, not this new Republic. We shall not pay what is not due.
Centre-Right: France's naval aggression over their false claims of debt is an outrage. We must find a diplomatic means to end this ridiculous state of affairs.
Right: French actions are a de-facto act of war. If they do not renounce all financial claims immediately and halt their attack we will be left with no choice.

State's Rights
Left: The states should surrender sovereignty to the Federal Government.
Centre-Left: States should give way to Federal law.
Centre: States' rights are fine the way they are, we have a good balance.
Centre-Right: States' rights are more important than Federal law.
Right: States' rights are sacrosanct and above all but the King's Law.

Expand Suffrage
Left: Expand suffrage to all men, regardless if they own property or not
Centre-Left: Make property affordable in the West as a solution for expanding suffrage
Centre: We have more urgent matters to discuss right now than the electoral franchise.
Centre-Right: We do not need to expand suffrage.
Right: We should restrict suffrage for only the best and brightest men.

Native Americans
Left: Let us make up for previous wrongs. Treat them as equals and respect their claims to their land.
Centre-Left: Let's take their land legally by purchasing it.
Centre: Let us leave the discussion of Native American land for now and allow them to remain under the King's authority.
Centre-Right: They are destined for extinction; just take their land.
Right: They are savages and need to be exterminated; take their land


Taxes
Left: Taxes should be reduced significantly.
Centre-Left: Taxes should be reduced.
Centre: Taxes are fine as the are.
Centre-Right: Taxes should be raised.
Right: Taxes are the backbone of the American economy! Raise them as much as possible!

French Revolution
Left: This revolution represents how the people truly can lead.
Centre-Left: This revolution provides us with a way forward to ensure America returning power to the people.
Centre: The French Revolution is a distraction, we have more important domestic matters to attend too.
Centre-Right: We must reject the ideal of revolution. This revolution only shows that the masses cannot rule themselves
Right: Pass laws to prevent a similar revolution from breaking apart our fledgling nation and ban the works of Thomas Paine.

Corruption
Left: The Jingoists are completely corrupt.
Centre-Left: The Unionists are more corrupt than the left.
Centre: All parties are corrupt. We need better oversight and reform.
Centre-Right: The Federalists are more corrupt than right.
Right: The Republicans are completely corrupt.

Left: The capital should be Boston
Centre-Left: the capital should be either New York or Philadelphia
Centre: The capital should be between the South and north as a compromise

Left: the military is the reason we are in this mess in the first place, purge it of disloyalty and disband it for a few years.

Centre-Right: the military is needed and experienced. Give them the ability to peacefully intervene in government affairs when necessary
Right: The military knows what is best, reinstate the dictatorship.

Barbary Pirates
Left: these pirates could help us in a war against britain.; Sign a peace treaty and create an alliance between us
Centre-Left: these pirates are doing what they believe is best but we need to trade with other countries; request peace and a treaty of non-aggression
Centre: these pirates don't matter in the long run, they are puppets of the Turks and will obey only the Turks
Centre-Right:these pirates need to be taught a lesson; build a mighty navy and destroy their fleets.
Right: these pirates are a scourge; it's time to invade their land and establish our own puppet government there, for no longer shall our nation pay any tribute to these barbarians

Once the caucuses are finished, I'll create a non-partisan government that will be government until December 16, a day after the election ends.

Cabinet: This is What Every Cabinet will look like in every election. Every seat is vacant as Washington and his cabinet has disbanded after they’re Dictatorship.
