Since you're talking about 1991. which is the year that Yugoslavia fell apart,I would say the Federal Republic of Yugoslavia(a.k.a Serbia and Montenegro) 100%.

They had the military,economy and the people's support.
And they were very close,the only problem was that they underestimated the Croatian's and Bosnian moral and will to fight for freedom.If they threated Croatian and Bosnia as really nations and fought the war like they were real nations,Yugoslavia would be reunified in 1992. or 1993. already.It would be remembered in history as a minor civil war.

I am going with Serbia, though a case could be made for Bosnia-Herzegovina.

Serbia, though Bosnia and Herzegovina has sustained the most ethnically heterogenous population with a substantial number of orthodox Serbs, catholic Croats, and muslim Bosniaks.
